    You are right the top leaders would not even have MST on the agenda but a staff member may well be assigned to check it out while the big boss is in country ie PNG. Which leads one to wonder whether this PNG visit has a rare earth angle, especially after the headline today from H Clinton.

    Rare earths are something that has become a top level issue since the Japanese incident.
