Looks like that will be the case going by the number on here that had high numbers in the que and missed out. One reason I didn't want to tie up $10k was thinking I would have to wait six or more weeks to get an $8000 refund. I think many people, in my opinion, would have just applied for 2000 thinking they were guaranteed as long as they made the first 5000 in the que.
