I admire your optimism!
Sometimes the simplest answer is the correct one. There has been no announcement about local progress because maybe there hasn't been any progress made?
I am sceptical that ECT would be waiting for the greenlight from India given it really is an unknown outcome.
Could also argue that perhaps local players are waiting to see if the NLC/NMDC go ahead. The level of reveiw is public knowledge so maybe if India does go ahead, that will give local players more confidence?!
