It's a stop gap measure mozz. Just a conveiencet way of staying we met our election promises by introducing these schemes.
It's just like the Rudd government saying we're gonna take the blow torch to OPEC ....when in reality all you're doing is taking a BIC safety Lighter to a conference and waving it around in front of everyone and ultimately making a fool of yourself.
