According to most on this site, I'm a property spruiker, a shill and a member of the ponzi property scam.
I would never recommend your example above. If you were a property investor doing the above I would consider you nuts! That would not be a smart move.
However if you took a loan where you had 70% LVR, brought in a good area close to CBD, close to employment, good schools and transport in a desired area with the possibility to later sub divide, I would say you could be onto a good thing.
