That's the issue with the embargoes - don't hurt Saddam at all and create animosity towards the people who impose them thus propping up Saddam among Iraqis who just see foreigners oppressing them.
I doubt though that anybody other than Saddam's cronies would be sad to see him gone. He's a very evil man indeed.
But it's funny how we see Saddam's cruelty against the Kurds and Kuwaitis as different from high altitude bombing or solitary confinement of Afghans at Guantonimo Bay.
