So the operator can't flex up and down its workforce based on the demand, which is obviously far more productive, it instead needs to employ 10 crews all the time because occasionally it needs 10 tugs. This inefficiency is then passed onto it's customers and all the way through the supply chain. The major beneficiaries being a few hundred very highly paid individuals that have enormous leverage over the economy.
