Why would you go to the trouble of building a facility and employ locals to build or manufacture something that can be imported for a lot less then it would cost to produce locally? An awful lot of what was manufactured here has been moved offshore to keep prices down, mainly due to our high labour and other associated costs such as electricity, gas and water...as well as Government red tape and charges...

High labour cost are a strong indicator of distributed national wealth. The input costs of govt bureaucracy, utilities etc tend to follow as a consequence.
