i doubt anyone set out to push/keep PNA down. There is little corresponding buying in these low prices, little XTs and shorting PNA is 30% margin, there are better stocks to play around with.
It's just not hot right now in an increasingly cooling market. The only manipulator out there is market sentiment, imho.
