On the 27th of Feb KRC announced that they achieved 99.48% purity for their vanadium. They also reported that they expected to get over the magical 99.5% in the coming weeks with some tinkering in the lab.
Did you realise that the price of vanadium goes from around 5ooo a tonne to 23,ooo a tonne once you get over 99.5%
All the information that has since been announced about the titanium, about the 27.2 million tonne JORC Fluorite etc has only been made public in recent times.
Perhaps there is the answer to your question why didn't they buy then.
The market has now been prepared to buy at these levels because of this information.
