    I think the reason is so the banks wont have to rely on taxpayer money to bail them out in the next GFC.
    It also brings them into line with the international rules to be adopted in regards to reserve liquidity.
    Some of the banks have said they may not pass on any further interest rate cuts in full so they can save their depositors.

    Will have to wait and see exactly what the banks do about it.
