There was IMO some uncalled for bullying shown in that 4Corners report.
However, some of what was presented is probably acceptable given the problem faced in dealing with very angry and uncontrollable youths.
Sometimes people have to be restrained for the safety of themselves and everyone else.
If all these controls were abolished then how would out of control people be dealt with?
How would those running the facilities be able to do their jobs?
Their working conditions would become intolerable and they would probably walk off the job.
What happens then?
