    I haven't been involved in the inflation adjusted argument.

    But if people are talking about $96 billion in 1996 dollars, it's a bit silly to be talking about the liberal's component in 1982 dollars.

    The $16 billion needs to be brought into 1996 dollars.

    If the $16 billion was paid off in 1982, then sure it was $16 billions.
