What is the source of this? Its very very general.
This date is obviously heavily weighted to plants built in Asian countries with existing facilities, for the world median construction time is 7-8 years.
Also this is construction time only, and disregards planning and design, funding, procurement, commisdioning etc not to mention the legislative and standards devlopment that is required to happen before any of this occurs.
If you have been involved in the development of any critical infrustructure youd might understand that this quickly doubles the time frame at a minimum
