that is entirely dependent on geography.
i did my thesis on geothermal in australia. it is also renewable but our 'geothermal' resources are too far removed from popualtion centres to be beneficial.
you keep harping on about a policy from libs and i agree. But you dont need an alternative to look at a proposal and point to the gaping holes in it and realise its not suitable.
