Renewables projects, and their required accompanying transmission lines, are running billions over budget too. The Aus Government just had to up the guarantees and subsidies for potential new renewables projects again because of lack of investment.
The old Hinkley C whipping boy. COVID issues, massive scale not required in Aus, different designs to successfully developed South Korean projects etc. Basically, irrelevant to the debate in Australia.
The likely model to look at, IMO, is the South Korean APR-1400's they currently successfully build domestically and Internationally (meaning mature supply chains exist), coupled with Japanese & other investment.
