as a foreigner tarvie, I wouldn't expect you to see the +ves in Aus.... or in UK either for that matter.
such assessment relies on the arrogance of the person forming the opinion.
culture is the key to how a person presents their intellect. many behave according to the cultural norms. maybe this is where you perceive a lack of intelligence. we have a 'dumb' culture. dumbed down by commercial tv, politicians and "influencers" and social media which promotes a bleak outlook.
cuts to education by politicians results in a less educated population.
