ATM people on the dole do not pay any tax.

Besides 1% percent on every dollar withdrawn from the bank
(I presume that is what you mean by debit tax) wouldn't come anywhere near to the money govt needs to raise to fund the services we all expect such as army, courts of law, police, schools and hospitals just to mention few.

In fact it probably would not pay for the cost of collection.
