"From what I've been told, most of those $1mil. businesses have their affairs organised so that they ultimately don't pay that sort of tax. ($30,000)"

Don't believe everything you are told

As a percentage of income there would be just as much if not more tax rorting from someone like your local tradesman as there is with big business.

The myth that some how big business and the wealthy have access to some magical tax loop holes is just that a myth.

Tax audits of large companies are a standard procedure, for more common than audits of small business

the ATO has for a number of years now been conducting reviews (audits) of all high wealth individuals

The vast majority of salary and wage earners including some one who earns $75K in most cases has very little in the way of deductions they can claim against their income and if they do have large work related deductions they are likely to get a please explain from the ATO

Australia has some of the most complex tax laws in the world, laws aimed at shutting down these loop holes that have in the past been exploited by all tax payers.

Which is one of the reason we need major reform. Instead of re-writing original laws to fix propblems consecutive governments have just added more badly structured laws on top of existing laws.

Clearly there will always be those that use illegal means to avoid tax regardless of the size of the tax payer but it is also easier for a sole trader tradesman to get away with not declaring a large portion of income that may have been received in cash then it is for large corporations to hide large percentages of income.

But sorry an over simplistic system you have put forward would only make the situation worse.
