Fairly simple China knows what the life of there resources are and they want REEs to grow. Much more sensible policy to buy feed for factories why it is relatively inexpensive ( compared to what it may be 5 to 20 years from now) and use there own only when needed. MP concentrate is about the same as theirs maybe a little richer in Nd and Pr but they are buying all that MP can ship to preserve theirs for the future.
