The question is could Israel have then stopped the transfer? Netanyahu approved the funding of Hamas, undoubtedly he could have stopped it. The fact that the money didn't come directly from Israel is just more deflection on your part.
Netanyahu needed an active and aggressive Hamas, he wanted a conflict he thought he could win. As we've seen in the past year, he was right.
