Make sure you read the Title and Bullet points under Contents. Yup, the Title Reads "Official Gazzette of the Government of Palestine"

The Contents included: Election of Legislative Council, Registration of Voters and Defining Boundaries of Territory.

Further note, this was Gazetted in 1922!!!
