While some initiatives can be promoted by the president following legal guidelines of congressional approval, a very different procedure to obama's lawless dictatorial "rule by decree" which essentially bypasses congressional approval process and the rule of law, I doubt that Trump would stoop that low or would be able to get away with it...

The failed and lawless obama clown circus seems to be relying on the threat of massive soros-directed and funded hair-trigger leftist street violence and widespread racial rioting/destruction if there is any serious attempt to bring the rule of law back and curtail obama's economic and social destruction of the US...
