The reason is because it's not really about condemning 'nazis', it's about Russia wanting to condemn and prevent Ukrainians, Fins, Lithuanians, Latvians, and Estonians commemorating anybody who resisted the Red Army occupation of their countries. They call anybody and everybody who did this nazis. That's all there is to it.
