    Telstra did not upgrade their exchanges, they always had the capacity of 8 Mbits, it was only when Optus released ADSL2+ that they opened the DSLAM to the 8 Mbit speed.

    If you look at iiNet which has now 200,000 ADSL2+ ports active, Optus with it's ADSL2+ program and the possibility of FTTN going into a design phase I don't think that access speed is the issue anymore.

    I think the issue is going to be that downloads from outside the providers network will come off the customers download quota.
