Wouldn’t think they are stupid enough to take on the risk of doing the design. High risk and low reward. Execution of the works is a lot more valuable to the client and can be done for all Engineering houses rather than backing a single horse.
Last article I read was that Jacobs was working on Hydrogen plants opening the door for Valmec to do those projects as well.
