This report is nonsense. A quick scan shows that its main components are;
1) The Road Tax rebate on diesel for users who don’t use roads, eg power generators and ships.
2) INvestment in rail and port infrastructure as an expense with no credit for earnings from infrastructure.
Some of your arguments are robust. I suggest keeping away from BS like this as it reduces credibility.
