This scheme from the government is not solely for COVID-19. I was listening to the radio when the treasurer brought this part up (no I was not deliberately listening to the budget, it came on when I got in my car and was driving home so was interested what he was saying about this).
I don't think the budget was only about COVID.
It was about retaining and encouraging innovators, scientists etc to "invent" things, to get a patent and if its making them money then to reward them with a lower tax.
Happy to be advised otherwise.
