The R&D program will get them to the Patent stage. (the Research and Development has been achieved)
Once the Patent is accepted and in production and in treatment (making them money) they don't need the R&D money for that project, and their profits then taxed at the lower rate as its making them money.
Wait until one product is in actual use (and not in trials, research). It might be a lonnnnnnnnnnnnnnnnnng wait.
