The point was that the LMITO was delivered as a tax offset which meant that a taxpayer only qualified when they submitted their tax return and tended to get it as a refund.
If they had used a method that put the money in peoples pay packets then some might have unexpectedly earned more than expected and be liable to repay it.
More debt letters at a time when Robodebt had a bad rap.
