At least as far as The Australian is concerned; no they wouldn't.
They would not structure paraphrasing as a direct quote.If you are suggesting The Australian may have in the past - using your argument - it is not real until see it for myself.
Generalise the media all you want, if you don't back it up it's no different to what you think they are doing.
