I can't see what's so difficult about this subject.
I think the military have different considerations where cost might not be so important.
Also the fuel they use is of higher enrichment than what a power station uses because of space limitations.
Additionally it's highly unlikely that the military would want their nuclear rectors available for just anyone to use.
One of the problems facing developers of smr's for connection to the grid is getting the cost of a unit of electricity to be competitive with other forms of generation. Especially now that we are in an environment of higher interest rates and coming off a post pandemic supply problems.
