I travelled to China during the SARS scare and everywhere, airports, office buildings, department stores, they had those thermal monitoring devices. Any signs of fever and the person was given a closer inspection. Also everyone was using hand-cleansing gels - provided free - and some were using masks. People were keeping to themselves (streets were largely deserted) even after the authorities had lessened the restrictions on movement.
I suspect that the most effective strategy will be to quickly identify, isolate and treat anyone showing signs of the flu. That, and a public information campaign to encourage people to be aware of what they need to do to look after themselves. It seems that relenza and tamiflu might be helpful but only if people present themselves for early treatment.
