We couldn't afford it, Australia is now suffering because of the wasted Howard years, Howard /Costello ripped Billions out of our Tax system in the good times, now future Govt will have to make up for that short fall anyway it can.
Howard / Costello should have taken the windfall and used it to build infrastructure for Australia's future , instead of buying votes with Tax cuts in order to keep themselves in Govt.
