What I think that he is trying to do is to shield America as much it can be done from external competition. He does not mind if Bangladesh produces garments for export to America, but he seems to mind other countries producing high tech or capital-intensive goods at lower prices than those being charged by their American counterparts. It is a policy that aggravated the situation in America and in the rest of the world during the great depression.
