From what I've read they can be used for any part of the project but I don't think they can be used to keep the lights on at the company... so no board or AUZ staff remuneration, interest payments etc etc.
Humpty Doogot $7m and then later another promised $22m to expand it's production capability by 30% with the benefit to NA being greater employment and the knock on effects of that on the local economy (this was after the govt. relaxed the NAIF rules early last year)
From what I've read they can be used for any part of the project...
