You are half way there most of this post i agree with, however from a lending perspective the bfs would be a guide the LFA would be more accurate hence the wait.
Banks hate uncertainty and nothing will be finalised until the bank knows everything and i mean everything.
The same goes with NAIF funding from the government, although not so bad as the banks.
From what i can tell the government should release the funds when when everything settles.
Its a funny world in finance, but then again i would do the same if it was my money.
