It will merely be a formality as the project is strongly endorsed by leaders of both countries. The permits will most likely be connected to the disposal of neutralised tailings from the HPAL process, at Ramu they chose a pipeline out to very deep water. Considering it’s on the coast that would seem the most likely outcome so no great delays expected there.
