Methinks Mr Market is made up of 2 main participants Mr retail investor can identify a potential opportunity and take a position well before those with deep pockets (and the rules dictated by the constitutions of said companies) are going to participate.
For those in the deep pocket department it is all about risk management and surety in the investment decisions that they make - as they are accountable to their investors for the decisions they make.
However, when risks are eliminated, and the investment case is clear, rest assured they will be participating.

These people know exactly what is going on - and you will not see their orders in the market. It is not the few points here or there that they are interested in so they are sitting on the sidelines waiting patiently - some could learn a lot from their methods - sitting waiting and watching carefully is a legitimate investment position.
