Not sure precisely what zero2$mill said earlier, however, it's not unrealistic to suspect a financial deal may have been struck during the TH and hence the 'suspension'.

Ongoing infill drilling results results may have either confirmed or enhanced the likely copper in ground figure (pre-JORC) and if Xstrata are privy to these results then that confirmed amount of copper may have hit a TO tipping point for them and so they could have moved from a TH related to a drilling update to a suspension whilst potential TO negotiations proceed. A suspension on those grounds would still be related to an exploration update....

Just one possibility of course, certainly no facts here, only a teeny weeny opinion.. Nothing to get excited about (athough I am!)..
