Assuming HC uses a database to store the posts, the following could be reasons.
Just a guess, but the latest posts view would have to read the records of several database tables at once, link the tables and then sort them into time order and display them.
Whereas by forum, this would read a single table and therefore requires less overhead, and wouldn't need to sort multiple rows as they would be stored in the order they come in.
It may also be how the database uses indexes, and if the queries are able to use the indexes or the tables. Its like a book, it is much quicker to find information in the index than by reading the whole book.
It may also due to using a flat database file , similar to MS Access, rather than a relational database, like Oracle.
