Put yourself in the shoes of a prospective partner who is going to have to provide hundreds of millions of dollars, the work being undertaken now is essential for this to occur, they want a complete detailed analysis before they move on such a massive investment it is my opinion that this is a normal time line for such a project not a long one. This is a long term investment and the company have been taking the steps required in a timely fashion to make it a reality.
