If AVL were using 79 cents per litre in the BFS for their mine site fuel, then adding back the rebate of around 50 cents per litre gives a wholesale diesel fuel price of around $1.30 per litre plus GST at the time - not especially far fetched.
Today's wholesale diesel price is just under $1.90 at Kwinana including GST, so yes it has risen.
The 79 cents never had anything to do with concentrate transport - it was quoted entirely separately by contract transport companies.
