On face value, it has been broken. Something that large can't be hidden away especially when many other election promises they have fulfilled in the budget are clearly stated and using the same messaging/language.
AVL would do their "we support the Labor governments budget announcement" post on LinkedIN if there was something applicable to them. Watch this space I guess?
