If you actually read company announcements and watched presentations you would know that the plan for at least 3 years (post Vince era) has been grid scale batteries.
The election promise has also not been broken, the EOI and tendering phase for the Kalgoorlie battery will take at least 12 months, meaning any potential cash (i.e. a starting payment) will be in the next budget. Given the EOI phase hasn't even started yet, makes perfect sense to not include it in the budget yet.
