I think they are just saying, someone is wearing the cost of transporting the electrolyte. Usually it is end user when transport/shipping costs get baked into the final purchase price.
So Australia benefits if electrolyte is made locally. Even better for WA.
As long as we're not exporting the stuff then importing it again inside a complete battery... Sounds like a dumb proposition, but that is a good part of Australia's economy
