Not quite as serious a response:

Maybe building infrastructure is a better choice than supplying weapons.

Trading looks far more sensible than fighting wars. or making 'cheap shots from alternatively droning-on' about accommodating ultra expensive bases for likely obsolete nuclear submarines in my back yard.
