Not enough water, are you watering from both sides of the tree with a spray sprinkler to cover the roots.

Could be too cold - polination - if it is colder than 11 degrees especially at night then it is too cold.

Lacki of zinc and boron. Boron helps with the fruit retention and strengthens the pollen tubes.

We had a late rain here and a lot of our fruit for next year has dropped and it is the same for everyone down south of Western Australia.
