Have you a link to that announcement?
The only thing I could find on my form was that they couldn’t guarantee the application would be processed, no mention of money would be returned. The information I received prior to me submitting was that applications would be reconciled Tuesday and share allotment issued into the account on Wednesday which is exactly what occurred in my case.
