So if the above is correct, why has the GVT not handed AVZ all paperwork to get this thing off the ground which in turn builds roads and schools.

greed over everything will never change.. the above paragraph proves greed is the only thing stopping AVZ from reaching its goals and giving to the people IMO

That's the greed of the Chinese you would be talking about isn't it?

AVZ have done everything correctly according to the contract.

Now we wait until all the greed gets pushed aside so AVZ can get on with taking care of mine construction as well as constructing roads and schools.
